**District Finalists are chosen by a panel of four readers. District qualification is based upon 1) meeting attendance, 2)"Write Off" rank, and 3) submission of POP Pledge by its due date.  **Note that District participants may change due to failure to meet the first and third criteria. All Alternates must attend District competition and will be able to write during rounds. Judges will comment on writing submissions although they will not be in the final ranking.This was definitely one of the hardest years judging ever.
